If I'm not mistaken a while ago a team, maybe the Giants, had a kickoff kicker and a placekicker. The kickoff kicker could kick it a mile, but not that accurately while the place kicker was very accurate, but had short kickoffs. Why can’t they have two kickers? Most of his kickoffs fall well short of what would be defined as "acceptable" range. Though he might be perfect on FG's and point afters, his kickoffs can really wear down a defense if they have to start on the 40 every drive. Tynes may have a slightly longer range but in a clutch situation with a kick under 50 yards (which most kicks are), Carney is the better choice. They should put Tynes on IR.
